Barrett joined the Zara family in July 2014. Barrett has Bachelor of Science and Master of Science degrees in Biology from Louisiana Tech University. Since 2005, he has extensive experience conducting and managing a wide range of ecological and environmental compliance projects for a variety of clients including electrical transmission, chemical, energy, pipeline, seismic, and communications companies; transportation departments; municipalities; utility and water districts; and other federal, state, and county/local agencies. Barrett has worked on projects throughout Texas, as well as in New Mexico, Oklahoma, Louisiana, Arkansas, Mississippi, Utah, Ohio, and Illinois. He has expertise in performing natural resources investigations and management including wetland delineations and waters of the U.S. jurisdictional determinations; rare, threatened, and endangered species habitat assessments and presence/absence surveys; karst invertebrate surveys and cave management services; biological monitoring; phase I and II environmental site assessments; and groundwater and subsurface studies. Barrett has been a primary and contributing author and preparer of National Environmental Policy Act (NEPA) documents including environmental impact statements, environmental assessments, and categorical exclusions. He also has experience in preparing U.S. Army Corps of Engineers permit applications for compliance with Section 404 of the Clean Water Act and biological assessments (BA) for compliance with the Endangered Species Act (ESA), and he has been involved in coordination and consultation with federal, state, and local agencies and stakeholders for compliance with various environmental policies and regulations. He is proficient in plant and freshwater mussel identification and taxonomy and skilled with GIS/GPS software and technology.
